Hampshire County Council, which is handling the highways infrastructure and civil engineering work procurement, has selected Hochtief (UK), Skanska, Tarmac Trading and VolkerFitzpatrick to deliver projects valued from £8m to £150m.
It also includes ECI call-offs valued at up to £250,000.
Skanska is the only past successful framework contractor to renew. BAM Nuttall and Carillion were also previously on the third generation panel for major works.
The fourth-generation framework covers Hampshire, including Southampton and Portsmouth, the South West and the South East of England.
It guarantees a £40m annual spend over the next four years but is also open to 116 local authorities and public sector bodies like NHS Trusts and Universities enlarging the potential pipeline to £500m, said the council.
The framework comes into operation from February next year.
